If, 30 odd years ago, God caused Chloe to be born because he 'knew' that 30 odd years later Lucifer would abscond from Hell and this was to be the way that Lucifer gained redemption and a reprieve from his punishment. He thinks they were forced on him by an abusive, manipulative parent after he removed them at great personal cost and pain.
